INDOPOSCO.ID – The government, through the Ministry of Transportation, has imposed a full restriction on the operation of freight vehicles on toll roads during the 2025/2026 Christmas and New Year (Nataru) holiday period. The policy aims to ensure smoother traffic flow and enhance road safety for the public.
Director General of Land Transportation at the Ministry of Transportation, Aan Suhanan, said in Jakarta on Saturday (December 21, 2025) that the decision was taken following a coordination meeting with the Traffic Corps (Korlantas) of the National Police.
The discussion also took into account a policy issued by Administrative and Bureaucratic Reform Minister Rini Widyantini on the implementation of work from anywhere (WFA) from December 29 to 31, 2025, which is expected to affect public mobility patterns.
“Based on the coordination results, traffic arrangements during the Christmas and New Year holidays have been adjusted, particularly regarding restrictions on freight vehicles on toll roads. Previously, there were window time arrangements on December 21–22 and December 29–31. Now, the restriction is applied without any window time,” Aan said after the meeting.
He added that the evaluation of transportation management during the 2025/2026 Nataru period was conducted jointly with Korlantas Polri, as the WFA policy is projected to increase travel volume and alter movement patterns during the year-end holiday season.
Under the agreement, restrictions on freight vehicles on toll roads will be enforced around the clock, without time exceptions, from December 19, 2025, to January 4, 2026. During this period, freight vehicles are prohibited from entering toll roads.
Meanwhile, on arterial roads, the restriction policy will continue to apply a window time system. Freight vehicles are still allowed to operate between 10:00 p.m. and 5:00 a.m. to maintain a balance between logistics distribution and general traffic flow.
“For arterial roads, the window time remains in effect, from 10:00 p.m. to 5:00 a.m. Other arrangements remain unchanged,” Aan explained.
He emphasized that the restriction policy will be in force from December 19, 2025, to January 4, 2026. Technical implementation in the field will be fully under the authority of the National Police, which may exercise discretion based on real-time traffic conditions.
“All on-the-ground decisions are delegated to the police. They may apply police discretion according to the situation and needs,” he added.
Responding to input from business groups proposing that restrictions be applied only on peak days, Aan said logistics distribution could still be carried out via arterial roads by utilizing the designated window time.
“We still provide window time on arterial roads,” he said.
The restriction policy on freight vehicles during the 2025/2026 Christmas and New Year holidays is intended to reduce congestion risks and ensure smooth traffic flow during the year-end travel period.
The regulation is stipulated in a Joint Decree (SKB) issued by the Ministry of Transportation, Korlantas Polri, and the Ministry of Public Works on Road Traffic and Crossing Arrangements during the Christmas and New Year period.
The decree is registered under Numbers: KP–DRJD 6064 of 2025, HK.201/11/19/DJPL/2025, 104/KPTS/Db/2025, and Kep/230/XI/2025. It was signed by Director General of Land Transportation Aan Suhanan, Director General of Sea Transportation Muhammad Masyhud, Director General of Highways Roy Rizali Anwar, and Head of Korlantas Polri Inspector General Agus Suryonugroho.
Under the decree, the restriction applies to freight vehicles with three or more axles, vehicles with trailers or semi-trailers, as well as trucks carrying excavation materials, mining products, and construction materials.
However, several types of freight vehicles are exempted from the policy, including those transporting fuel oil (BBM) and gas fuel (BBG), cash consignments, livestock and animal feed, fertilizers, disaster relief logistics, free motorcycle transport services, and essential goods, as reported by Antara.
Vehicles granted exemptions must be equipped with a cargo manifest issued by the goods owner, containing details of the type of cargo, destination, and the name and address of the cargo owner. The document must be displayed on the lower left side of the vehicle’s front windshield. (aro)
